AHPRA Registration for Physiotherapists in Australia: APC and the Step-by-Step Process
APC and AHPRA: Two Names, One System
Overseas-trained physiotherapists who want to practise in Australia must register with AHPRA (Australian Health Practitioner Regulation Agency) through the Physiotherapy Board of Australia (PBA). The academic skills assessment, however, is carried out by the APC (Australian Physiotherapy Council) — a body that is independent of AHPRA but works alongside it within the same registration process.
The end result is AHPRA General Registration, which also forms the basis for lodging a migration visa application. The ANZSCO code for physiotherapy is 252511 (Physiotherapist).
The APC Assessment Process
The APC assesses the academic qualifications and experience of international applicants in two stages:
Stage 1 — Academic Assessment: The APC reviews your physiotherapy degree, academic transcript and course content to determine whether your qualifications are equivalent to the Australian standard. The outcome may be: fully equivalent, partially equivalent (further study required), or not eligible.
Stage 2 — Clinical Assessment (if required): If the APC decides that further evaluation of clinical competence is needed, you may be asked to undertake a Clinical Assessment in Australia — comprising a practical examination and a clinical interview.
General requirements to apply to the APC:
- A physiotherapy degree (Bachelor level or higher, depending on the program)
- Post-qualification work experience (the APC reviews each case individually)
- English language: see below

English Language Requirements
The PBA requires proof of English language competence:
- IELTS Academic: minimum 7.0 in each band (no band below 7.0)
- OET (Occupational English Test): minimum B in each band
- Or an exemption under PBA rules (training delivered entirely in English in certain recognised countries)
Evidence of English must be submitted with both the APC and AHPRA applications. Test results have a limited validity period — check the expiry date before lodging.
Registering with AHPRA After the APC
Once you receive a successful academic assessment outcome from the APC, you are eligible to lodge your AHPRA application:
1. Apply through AHPRA Online Services — select “General registration” for an internationally qualified physiotherapist.
2. Documents to submit:
- APC assessment outcome
- Physiotherapy degree and transcript (certified English translation if not originally in English)
- Valid English test results
- Passport
- Practising certificate from your country of origin (if currently practising)
- Suitability declaration
3. Pay the registration fee — check the AHPRA website for current fee amounts.
4. Wait for processing. Processing time depends on how complete your application is — typically 8–14 weeks for an application with no missing documents.
Supervised Practice
Depending on the APC outcome, AHPRA may require you to complete a period of supervised practice before granting full General Registration. During this time you practise under the supervision of a fully registered physiotherapist at an approved facility.
For the specific requirements (duration, supervision conditions), check with the Physiotherapy Board of Australia. Finding a suitable supervised-practice placement is best prepared before you receive the AHPRA decision.
Practical Notes
Annual registration renewal: AHPRA registration renews on 31 May. No renewal means you cannot legally practise.
Register checks: Employers, health facilities and insurers will check your AHPRA registration on the National Register before allowing you to practise.
Do not work while your application is pending: Unless AHPRA grants you interim authority to practise, you must not practise while your application is being processed.
CPD (Continuing Professional Development): After registration, you must complete CPD as required by the PBA each year to maintain your registration.
Connection to Migration Visas
A successful APC assessment plus AHPRA registration forms the basis for applying for a migration visa. Physiotherapists (ANZSCO 252511) may apply for:
- Visa 190/491: If a state or territory nominates you
- Visa 482: If you have a sponsor that is an approved hospital, clinic or health organisation
- Visa 186: Usually via the 482 TRT pathway after sufficient time in employment
