Certificate III in Individual Support: Study Pathways and RPL for Aged Care
Why does Certificate III matter for aged care workers?
To be assessed by VETASSESS for the Aged Care Worker occupation (ANZSCO 423111), the applicant needs to demonstrate a qualification equivalent to a Certificate III in Individual Support to Australian standards (code CHC33021, or earlier versions such as CHC30212, CHC33015).
This is a vocational qualification at AQF Level 3 within Australia’s VET (Vocational Education and Training) system, usually studied over 6–12 months combining theory and practice.
No Certificate III or equivalent qualification → VETASSESS cannot give a positive assessment → not eligible to proceed with a visa application.

Pathways to obtaining a Certificate III
Pathway 1 — Study at a TAFE or RTO while in Australia
This is the most common pathway for newcomers who have moved to Australia without a suitable qualification.
A Registered Training Organisation (RTO) is a vocational training provider registered with the VET regulator. TAFE (Technical and Further Education) is the public RTO system run by the states. There are also many private RTOs.
A Certificate III course has two parts:
- Classroom theory and practice: units on personal care, communicating with older people, safety and risk management, infection control practices, etc.
- Supervised work placement: compulsory at a real aged care facility, with the minimum hours set by the course rules
Conditions to study: you need a visa that allows study and work (or part-time study) in Australia. Many people study this course while holding other visas (a visitor visa is not eligible — you need a student visa, skilled worker visa, or another visa that permits enrolling in vocational study).
Cost and time: depend on the state and type of RTO (public vs private). Check directly with a TAFE or RTO in the state where you intend to settle. In some states there are financial support programs for aged care students because of the workforce shortage in the sector.
Pathway 2 — RPL (Recognition of Prior Learning)
RPL is a process of recognising existing experience and skills instead of studying again from scratch. This is a suitable option for people with many years of experience caring for older or unwell people.
How RPL works:
- You lodge an RPL application with a registered RTO
- The RTO assesses your existing experience, skills and qualifications
- If eligible, the RTO issues the Certificate III (or some units) based on your existing experience
- You may need to sit a test, do an interview, or demonstrate practical skills
Practical conditions for RPL:
- At least several years of work experience caring for older or disabled people
- Able to provide evidence: employer reference letters, contracts, care logs
- You do not necessarily need to be in Australia to start the RTO process — but you usually have to complete the assessment in Australia
Limitations of RPL:
- Not every unit can be granted by RPL — some units require compulsory work placement
- The quality and conditions of RPL differ between RTOs — research carefully
- Vietnamese experience needs to be translated, verified, and may require further explanation to the RTO
Pathway 3 — Equivalent overseas qualification
VETASSESS assesses overseas qualifications and compares them to Australian standards. Some Vietnamese qualifications in nursing or allied health may be considered equivalent — but the final decision rests with VETASSESS.
Things to note:
- A Vietnamese nursing qualification (medical assistant, intermediate nurse) is not automatically recognised as equivalent to a Certificate III
- VETASSESS assesses each case on the specific content of the training program
- If it is not recognised, you can still study the Certificate III to meet the requirement
Which Vietnamese qualifications are usually considered?
VETASSESS will consider any qualification related to caring for unwell, disabled or older people. However, the degree of recognition depends on:
- The content of the training program (whether it matches the units of the Certificate III)
- The institution that issued the qualification
- The year of graduation
People with a nursing qualification from a Vietnamese medical school are generally seen as having a stronger foundation than those without — but VETASSESS may still require additional evidence or further study.
A practical plan: what to do and when
If you have no qualification yet:
- Consider moving to Australia on a suitable visa (for example, a Working Holiday Visa if you are within the age range, or a Student Visa to study the Certificate III)
- Enrol in a Certificate III at a reputable TAFE or RTO in the state where you intend to settle
- Complete the course including the compulsory work placement
- After obtaining the qualification, lodge with VETASSESS and find a sponsoring employer
If you have many years of aged care experience in Vietnam:
- Contact 2–3 RTOs in Australia directly to ask about the possibility of RPL
- Prepare documents proving your experience (reference letters, contracts, short-course training certificates)
- Assess whether you need to study any additional units
- Lodge with VETASSESS in parallel when eligible
If you have a nursing qualification from Vietnam:
- Look into ANZSCO 411411 (Enrolled Nurse) instead of 423111 — if your qualification is at a higher level, you may be eligible for the EN role
- If you choose aged care worker (423111), lodge with VETASSESS to have your qualification assessed
- Prepare for the possibility of needing additional study (bridging units)
Notes on finding an RTO
The aged care sector in Australia has many RTOs — quality is uneven. When choosing an RTO to study a Certificate III or RPL:
- Check that the RTO is registered with ASQA (the Australian Skills Quality Authority) — look it up at training.gov.au
- Ask clearly about connections with aged care employers (some RTOs have relationships with employers and help you find work after graduation)
- Ask clearly about work placement: does the RTO help you find a host employer for the placement?
- Be wary of an RTO offering a Certificate III too quickly or without a compulsory work placement — that result may not be accepted by VETASSESS
